Will May 1 Lead to Reform?

Senate Majority Leader Bill Frist and Minority Leader Harry Reid issued statements today that indicates they are ready to proceed with immigration reform. The difference is that Frist wants to focus on enforcement first, while Reid wants comprehensive reform.
