Ninth Circuit on “Noncitizen” Versus “Alien”

This blog has previously reported (and here) on the ongoing discussion of terminology in immigration law. Earlier this week, a Ninth Circuit opinion by Chief Judge Mary Murguia, joined by Judge Marsha Berzon, in Avilez v. Garland:discussed the preference for the word “noncitizen” over “alien.” Born in Spain, Judge Carlos Bea disagrees. Eugene Volokh apparently does too.
