The Flood of Immigration Appeals in the U.S. Court of Appeals

Adam Liptak has the lastest report on the explosion of immigration appeals in the U.S. court of appeals and its impact on lawyers and noncitizens.  The article reports on some of the quality problems of immigration attorneys handling a high volume of appeals.  Part of the problem also is the shoddiness of the immigration court and BIA rulings, as Judge Richard Posner has emphasized repeatedly (which Liptak previously wrote about), which necessitaes many, many appeals of adverse decisions.
