Can localities sheild immigrants from ICE?

Do local initiatives (in this case, NYC’s Executive Order  41) designed to protect immigrants from ICE action when they bring matters to the attention of local law enforcement have any legal force?  This story from today’s New York Times suggests that such local ordinances simply may be promises that localities can’t keep. -jc
