What is the best approach to immigration enforcement and what can taxpayers expect proposals in Congress to cost? Has the Department of Homeland Security devolved into a dysfunctional “culture of no”? As the Senate prepares to take up major immigration changes, the American Bar Association will convene a four-part panel series to discuss comprehensive immigration reform.
