Immigration and the Treatment of Immigrants as a Foreign Policy Issue With Mexico

According to an Associated Press report, “Mexico published advertisements in major newspapers in Mexico and in the US on Monday saying migrants should have the same rights as everyone else and calling it “indispensable” that the two countries reach a migration accord.”  For the full story, see  http://www.cbsnews.com/stories/2006/03/20/world/main1421940.shtml

Recall that a migration accord between the United States and mexico was under discussion before September 11, 2001.  Will we ever see labor migration in the North Anerican Union like we see today in the European Union?
