Agreement on Reform Doomed?

In spite of a carefully woreded statement of support for comprehensive reform and a guestworker program by President Bush yesterday, bipartisan reform in the Senate may be doomed. Part of the problem is over whether a path toward legalization for undocumented would be too narrow, continuing to leave millions out of the picture.
