SSRN has posted a new article by Professor Orde Félix Kittrie (ASU) that will be published in the Iowa Law Review.  The article entitled Federalism, Deportation and Crime Victims Afraid to Call the Police. It analyzes a very topical issue that has arisen regularly in posting sto this blog overthe last few months — the federal versus local struggle over deportation’s deterrent effect on crime reporting by unauthorized aliens. The article details how unscrupulous employers, common criminals, battering spouses, corrupt government officials, border vigilantes, and others exploit unauthorized alien fear of calling the police. Neither the House nor the Senate immigration reform bill adequately addresses the challenges posed by the deportation-versus-crime-reporting predicament.
