The Genesis of the “Catch and Detain” Policy

Immigrant detention has increased dramatically in the last 10 years, especially after the 1996 immigrtaion reforms.  For an analysis of how the criticism of the “catch and release” policy led to more detention (and the “catch and detain” policy), click here. Claims (here) have been made that immigration officers pressure detainees to agree to immediate “voluntary” deportation and to not avail themselves of their legal rights (including a hearing).
