A New “Marshall Plan” to Reduce Migration to the U.S.?
Tim Canova (Chapman) paper “Closing the Border and Opening the Door: Mobility, Adjustment, and the Sequencing of Reform” (here) calling for a new Marshall Plan of economic development to help reduce migration, is well worth a read. The premise is pretty basic but often lost on law- and policy-makers: much modern migration is driven by economic opportunities at home and the more opportunities there are at home, the fewer people will leave home.
