NYT on the Enforcement-Only Approach to Immigration

The N.Y. Times today voices concern with the enforcement-only approach to immigration that has been pursued by the Congress and the Bush administration.  Will a Clinton, McCain, or Obama administration be able to get something through Congress any different?  Which of the candidates do you think will be able to do so?
