Good News Out of Brownsville?

Hurricane Ike has devastated large parts of Brownsville and South Texas.  But the Brownsville Herald reports what may be good news to those who do not see the border fence as helping to curtail undocumented immigration and simply increasing the death toll from border enforcement.  The U.S. Department of Homeland Security has run out of money to build remaining segments of the U.S.-Mexico border fence.  With 17 miles of fencing slated for Brownsville, it is unceratain what will happen.
