Spiro on the July 4 Naturalization ceremonies

Professor Peter Spiro (Temple) on Opinio Juris puts a damper on all the feel-good stories in the news today about the grand July 4 naturalization ceremonies.  Fees have gone way up.  Most of the ceremonies on a regular (i.e., non July 4) basis are in drab surrodundings akin to the local DMV.
