State Liberalizes “Immediate Family” Definition for Foreign Government Officials

The Department of State, which hinged its authority for promulgating the regulation on its power to conduct foreign policy, has amended the defintion of “immediate family” under Immigration and Nationality Act § 101(a)(15)(A) for nonimmigrant visas for foreign government officials.  This liberalization would seem to apply to same sex couples.  Are we seeing a subtle change in direction that may ultimately have much more significant impacts for foreign same sex couples generally?
