U.S. Citizenship as a Economic Stimulus Program?

A N.Y. Times editorial endorses the investment of federal monies in U.S. citizenship for immigrants:  “Here’s a good federal stimulus project: citizenship.”

For those who decry to “failure of immigrants to assimilate,” why not support full integration of immigrants through the U.S. citizenship process?
