Who had to wait longest for an immigrant visa this month?

Due to the per country limits in the U.S. immigration laws, immigrants from some nations — today Mexico and the Philippines — have to wait years — sometimes decades — longer than citizens of other nations to come to the United States on some family-sponsored visas.  Leslie Berestein Rojas, as part of a recurring series, offers data about the lengthy waits.

Of course, this means that the “lines” for some immigrants is not the same for all immigrants and that the “lines” for some prospective immigrants are so long as to be unrealistic, thus fueling the pressures for undocumented immigration.  Is it reasonable to expect the brother or sister of a U.S. citizen to wait more than 23 years to immigrate lawfully from the Philippines?
