California’s legislative agenda for immigrants

The LA Times reports that Governor Newsom has signed into effect a package of state laws that will protect immigrants in California. Among the laws:

  • A policy allowing immigrants to serve on government boards and commissions
  • A policy expanding California’s college student loan program for so-called Dreamers
  • A policy to end the use of private, for-profit detention facilities in the state, including those used to house immigrants
  • A new law forbidding immigration agents from making civil arrests inside state courthouses.

The bundle of laws are indicative of what scholars term “The California package” and contrasts with state approaches to provide comprehensive and multifaceted protection to immigrants.
