Rep. Luis Guiterrez: Congressman of the Year

Juan Williams has selected Rep. Luis Gutierrez (D-Ill.), immigrant rights champion, as “Congressman of the Year.” Williams says that “History will record Gutierrez as a molder of consensus on immigration in a difficult time.”
