Immigration Reform and the Strange Case of Amnesty: What’s the Matter With Forgiveness Anyway?

Donald Kerwin of the Center for Migration Studies explains why “amnesty” in connection with undocumented immigrants should not be a bad word.  By the way, I have never heard anyone complain about a tax “amnesty” or a parking ticket “amnesty.”
