What a Reagan-era law can teach Democrats about legalizing undocumented immigrants

Nicole Narea for Vox looks at the Immigration Reform and Control Act of 1986, signed into law by President Ronald Reagan, as an example of a legalization program for undocumented immigrants.  The times are different.  Still, immigration reform would be a tough, but, according to Narea, not impossible, task.
