Transmission of the President’s Report to Congress on Proposed Refugee Admissions for Fiscal Year 2023

On September 9, “the Department of State, together with the Departments of Homeland Security (DHS) and Health and Human Services (HHS), transmitted the President’s Report to Congress on Proposed Refugee Admissions for Fiscal Year 2023 to the Committees on the Judiciary of the House of Representatives and the Senate.

The Report to Congress recommends a refugee admissions target of 125,000 for Fiscal Year 2023 to address the growing needs generated by humanitarian crises around the globe, including the more than 100 million displaced persons around the world.”

CBS News reported that the new refugee admission number retains the 2022 “goal of receiving up to 125,000 refugees in fiscal year 2023. , , , In fact, the Biden administration has fallen far short of meeting its refugee admissions goals over the past two years . . . . While it allocated 125,000 refugee spots in fiscal year 2022, the Biden administration resettled fewer than 20,000 refugees in the year’s first 11 months, State Department figures as of Aug. 31 show.”

The system for the admission of refugees is separate from the asylum system, with the number of asylees not limited by the refugee caps.
