These recommendations include:

• Surging resources to ports of entry to provide migrants with a safer and easier alternative.
• Expanding lawful pathways for migration.
• Revamping asylum processing at USCIS.
• Creating an Emergency Migration Fund for times of high migration.
• Focusing on clearing immigration court backlogs.
