Nolan Rappaport: An immigration reform deal that could actually pass

Nolan Rappaport (“An immigration reform deal that could actually pass”) on The Hill offers ideas on immigration reform that might be passed by Congress. He identifies two components of possible legislation:
1. “[A] legalization program that is based on America’s employment needs instead of on the needs of immigrants who are living here in violation of our laws.” Rappaport notes that the United Kingdom, New Zealand, Canada and Australia use point systems based on skills and education for the allocation of immigrant visas.
2. “[L]imit the size of the program to the number of foreign workers needed to achieve the program’s objective.”

Part of the proposal would not include a path to legalization for undocumented immigrants living in the United States. The omission is a potential dealbreaker to some Democrats while a path to legalization is a dealbreaker to some Republicans.
