Spain Eyes Amnesty

The NY Times reports that Spain is considering an amnesty program for some 900,000 undocumented migrants within its borders. Specifically, it’s looking to give residency and work authorization to 300,000 undocumented migrants per year over the next three years.

Spain’s motivation for the program includes “las necesidades de nuestro mercado labora” (labor market needs) and “al reto demográfico de nuestro país” (the country’s demographic challenges.

Spain’s migration minister, Elma Saiz, has said “El objetivo es reforzar y ampliar las vías de acceso a la regularización de las personas migrantes que están en España, para que puedan llevar una vida plena como ciudadanos: tener derechos y tener deberes.” (“The objective is to strengthen and expand the access routes to regularization for migrants who are in Spain, so that they can lead a full life as citizens: to have rights and to have duties.”)
